China to Drive International Rebuilding of Syria

April 30, 2018 – More than 140 factories have restarted production in Damascus’s Fadlon industrial zone in southern Syria, and another 100 production facilities are being repaired now, the Syrian Arab News Agency (SANA) reported today. The industrial zone of Fadlon comprises half of the industries of Damascus. Textile, chemical, clothing, medicine, steel, and others have rehabilitated their facilities and begun production. The rehabilitation of water, electricity, sewerage, telephone lines, and other necessary services have assisted this zone in going back to work and its factories to produce again.

Xie Xiaoyan, the Chinese government’s Special Envoy on the Syrian issue, has signalled Beijing’s willingness “to do its best” to contribute to ordinary Syrians returning to a normal life. The envoy estimated that at least $260 billion in aid money is needed to restore the devastated nation, and that this is a task for the entire international community: “Many people have died; millions have lost their homes or become refugees, and they all need humanitarian aid. As a member of the UN Security Council, China has always paid attention to providing humanitarian assisstance both to Syrian citizens and refugees in the form of goods, medicine, food, and money.”

Xie promised that “China is ready to become a driving force in this process and to involve its companies in the restoration work in Syria as soon as the security situation improves there. Apart from China and Russia, the countries of the region should also take part in the process, because only together will we be able restore Syria,” Xie said.

Webcast: The Time For A Summit Is Now, Before The Trigger Is Pulled To Set Off A World War

In reviewing the global strategic situation, with its full component of “hot spots”, Helga Zepp LaRouche drew the analogy to the period prior to World War I.  At that time, there was a multiplicity of hot spots.  The assassination in Sarajevo didn’t cause the war, but was the trigger.  With the mobilization underway today around Russian President Putin’s call for a P5 summit, the potential exists to stop the drift to war, and instead realize the potential of a New Paradigm.  The groundwork has been done by Putin and others, including the significant efforts by our organization, as a result of the life’s work of Lyndon LaRouche.
Among other developments opening the potential for such a summit, she spoke of the importance of the commutation by President Trump, of the sentence of Roger Stone.  As Stone is emphasizing, not only was there no hacking done by the Russians, but those running the witch hunt knew it, and are still desperately trying to keep Russiagate alive.  Why?  Their system is collapsing, and the combination of Presidents Trump, Putin and Xi, working together, could put an end to geopolitics and neoliberalism, and move the world away from war, plague and famine.

She called on viewers to join us, to fight for the implementation of the LaRouche Plan for 1.5 billion new productive jobs, as the task which such a summit should undertake.

  • Afghanistan Looks to India and China To Build Rail

May 1 -Informed sources in New Delhi have told the Indian daily, {The Statesmen} that senior officials from India and China will meet soon to discuss “the broad contours” of their joint cooperation on development projects in Afghanistan which Prime Minister Narendra Modi and President Xi Jinping discussed at their two-day informal summit in Wuhan last week. Afghani Ministry of Economy spokesperson Suhrab Bahman gave an idea of the scope of development that could result on Apirl 29, reporting that one of the joint projects will be the construction of a railroad connecting Afghanistan, Tajikistan, Kyrgyzstan, Iran and China. That exciting potential was reported by Afghan TOLOnews.  Bahman said, in TOLOnews’ report, “that China is interested in giving Afghanistan more share in the ‘Belt and Road’ project connecting China with Central Asia.”

Such joint work will proceed, even though India is not likely to formally endorse the Belt and Road Initiative by name anytime soon, similar stories appearing today in {The Statesman} and {New Indian Express} report.

The {New Indian Express} cited Chinese Vice Foreign Minister Kong Xuanyou’s statement to reporters after the Wuhan summit, that “when it comes to connectivity, China and India do not have any principled disagreements.” He said that the two leaders “did not talk about the specific wording or expression of the Belt and Road, many things China and India are planning to do are in keeping with what the Belt and Road Initiative stands for.”

Afghanistan signed a Memorandum of Understanding with China on the BRI in May 2016, while India is already helping build a road and rail network to connect the Iranian port of Chandahar with Afghanistan, and then up north into Central Asia.

The other “connectivity” project where India and China are already cooperating cited by both newspapers is the Bangladesh-China-India-Myanmar (BCIM) economic corridor. China considers the BCIM as an important part of the Belt and Road; Indian diplomats emphasize that the project started before the BRI.

The {New Indian Express} asked a senior Indian diplomat if the joint project in Afghanistan implies that India might take a “softer” stance toward the BRI when Modi attends the June Shanghai Cooperation Organization summit in China?

“Most unlikely,” the diplomat said. “Given that we have elections next year, any such move would be seen as a climbdown by the electorate. We will continue to oppose the CPEC [China-Pakistan Economic Corridor]. But does that mean we can’t join other segments of the BRI if they align with our own interests?”

Webcast: Putin Gives Valuable History Lesson to Counter the Stupidity of the Trans-Atlantic Establishment

In reviewing the deepening civilizational crisis confronting humanity, Helga Zepp LaRouche, in her weekly webcast, kept returning to the central cause of the systemic collapse: the stupidity of those who continue to push geopolitical and neoliberal policies, long after they have failed completely. For example, take the Coronavirus pandemic. Our emphasis has been that what is required is a worldwide health “Silk Road”, as the cause of the pandemic has been the economic policies of the last forty years which have destroyed health care in much of the advanced sector, and never allowed it to be developed in the former colonial nations.

This is the same problem with the global economic collapse. According to the IMF, and several reports from economic think tanks, we are headed toward what one called an “economic apocalypse.” The only way to address this is the way the Schiller Institute will in its conference this Saturday, with a mobilization to bring the four most powerful nations together to establish a New Bretton Woods. The anti-China hysteria coming from leading governments goes in the opposite direction, typified by the anti-China photo op stunt of U.S. negotiator Billingslea — though the summit itself between Russia and the U.S. on arms control was constructive. The last third of her discussion was a thorough report on Russian President Putin’s article on the lessons of World War II. Everyone should read this, she advised, especially those who will be participating in the June 27 SI Conference, as Putin made clear that there is a way to avoid an even greater disaster than World War II, and that is by recognizing that staying in a geopolitical geometry will lead to war — therefore, nations must come together to collaborate, to solve the outstanding issues among them.

Webcast: The Empire Based in London Won’t Give Up: They Must, and Can Be Defeated

With one provocation after another, each more transparently false than the previous one, the war faction of City of London imperial oligarchs and their Wall Street neo-con/neo-lib partners continue their efforts to sabotage the potential of the New Paradigm, which is emerging in Eurasia to be a worldwide movement, with breathtaking speed. Though Russiagate, the Skripal poisoning, and the Douma chemical weapons False Flag hoax have been exposed as originating in the diseased minds of British intelligence circles, they are at it again, with Bibi Netanyahu claiming he has “proof” that Iran never ended its nuclear program, attempting to trap the U.S. into yet another disastrous war in the Middle East, and possible nuclear confrontation with Russia.

It is not enough to expose each fraud as it emerges. The unique role of the Schiller Institute, especially through the global role played by our founder, Helga Zepp LaRouche, is to focus attention on the intent of those engaging in these provocations, to pre-empt them from fulfilling that intent, which is to keep the world divided, at war, so that a unilateral degenerate Trans-Atlantic “elite” can remain the dominant power in the world.

But their power is diminishing, as they have increasingly been forced to act in their own name, thereby exposing themselves. Their ability to keep control has also been diminishing, due to the challenge from the New Silk Road, and the New Paradigm it represents.

In the last weeks, diplomatic and economic events and summits have greatly advanced the New Paradigm. It is essential that the voice of the Schiller Institute be magnified, through an expanding membership and a growing audience for our weekly webcast. Join us this week with your host Harley Schlanger, and help us expand the numbers who catch the New Silk Road Spirit.

VIDEO: Let’s End War, Famine, Poverty and Disease

Leaders in agriculture, economics and science lead a discussion on the terrible danger facing the world from famine, war and disease due to the take down of productive employment over the past 50 years. Subsequently, the prospects of implementing the LaRouche Plan, an economic strategy to create 1.5 billion productive jobs worldwide, is discussed. The speakers participated on the second panel of the June 27 Schiller Institute online conference.

Webcast: Crazed Neo-Cons Put War on the Agenda: Russiagate Coup Effort Must Be Defeated

As the evidence needed to shut down the London-Obama “Russiagate” regime change coup against President Trump is being pulled together and hopefully released to the public, the so-called neo-conservatives within and outside the administration are escalating war provocations against Russia and China. Trump’s stated intent continues to be to forge good, cooperative relations with Russia and China; those trying to remove him are driven by a desperate understanding that, if Trump succeeds in bringing the U.S. into collaboration with Russia and China, their old paradigm, based on geopolitical manipulation, and the wars which are an essential part of it, will be swept away, and the empire of worthless financial instruments and debt will be collapsed on their heads.

Russian and Chinese leaders have issued clear warnings of the dangers implicit in the insane “national security strategy” being pushed by the neo-cons, even while continuing to seek cooperative engagement with the United States, to address problems with North Korea, the Near East and Ukraine. The fantastic progress demonstrated by China’s fight to eradicate poverty at home, and the potential for real economic development of the world’s less-developed nations, through its global initiative, the New Silk Road, are rallying nations from Africa, South America, Asia and Europe into an unstoppable alliance.

The next days offer opportunities for building further momentum for the New Paradigm, from Trump’s appearance in the Swiss Alps at Davos, and in his January 30 State of the Union address, as well as in the meeting on Syrian reconstruction at Sochi. This is not the time to be a passive spectator, when so much is at stake. Join Mrs. LaRouche this Thursday, and become part of the dynamic, inspirational force consolidating the New Paradigm.

U.S.-UK-Europe Security Meetings on Relations With China, Russia

Robert O’Brien, President Trump’s National Security Adviser, and Matthew Pottinger, the Deputy National Security Adviser, traveled to Paris on Monday for a three-day trip to meet with European officials on China and other foreign policy issues, according to {Politico}. The meetings were to draw in security and foreign policy officials from the United Kingdom, France, Germany and Italy, and overlap a European foreign ministers meeting Monday. From the U.S. side, the discussion on China was to be presented by Pottinger, including on Huawei. After individual meetings on Monday, O’Brien and Pottinger will meet in a group with the European officials on Tuesday and Wednesday. “Ambassador O’Brien looks forward to conducting in-depth meetings in Paris this week with his counterparts from France, UK, Germany and Italy to address a range of national security challenges including China, 5G, Russia, Afghanistan, Middle East/North Africa and Covid response and recovery,” said NSC spokesman John Ullyot.

O’Brien had an op-ed published Monday morning, “Trump will continue to punish China for its horrifying anti-Uighur campaign,” continuing the worst name-calling and blame escalation of which Secretary of State Mike Pompeo and the Caesars of the Senate have been capable. The op-ed was characterized by this line: “According to recent reports by the Associated Press and the Jamestown Foundation, the CCP is using forced birth control…” etc. These, apparently, are the intelligence sources available to the National Security Advisor. He otherwise claimed that the 1950s Great Leap Forward, the Cultural Revolution, Tiananmen Square, and the Hong Kong security law are a chain of linked and closely related events.

China’s {Global Times} made clear its view of these events. The U.S. has failed in its attempts to enlist the European Union countries in an effort to sanction and cut trade with China, the lead unsigned editorial in {Global Times} July 12 stated:  the U.S. has “not achieved what it wished in its attempts to rope in the European Union against China.”. The editorial cites German Energy Minister Petr Altmaier’s statement to the Frankfurter Allgemeine Zeitung, “It has always been the policy of the Western international community, including the EU, that international trade relations cannot be based solely on how democratic a country is,” noting Germany is “not the world’s headteacher of morality.” Germany took over the EU’s rotating six-month presidency July 1.

While the U.S. and EU are allies with solid bonds, {Global Times} says, “Anyone who believes the U.S. can woo Europe to confront China like it confronted the former Soviet Union will be utterly wrong.”

The world has changed, says {Global Times}: “Now economic security is most vital for Europe. Military security is still important, but Europe is rarely threatened militarily—it is more than absurd to call China a security threat to Europe. Since China provides `irreplaceable market resources for Europe,´ decoupling  from China goes completely against Europe’s interests.  The U.S. “not only suppresses China, but also squeezes Germany’s economic development; the U.S. allows no competition and is “puffed up with arrogance.” U.S. attempts to woo other countries on dealing with China will “fall flat. Some countries play “flip-flop.”

Japan Will Pursue Peace with Russia, Belt and Road with China

Jan. 22, 2018 — Speaking at the opening session of the Diet, Japanese Prime Minister Shinzo Abe said his government will pursue a peace treaty with Russia, and will improve relations with China through cooperation on building infrastructure in the context of the Belt and Road policy.

On relations with Russia, Abe said, according to TASS: “Relations with Russia hold the greatest number of possibilities among our country’s relations with other nations. For example, last September former residents of Kunashir and Iturup islands were able for the first time to visit their ancestors’ graves there, using an airliner for that purpose. Our country will deepen its ties with Russia, promoting the joint economic activities on the four northern islands and the eight-point economic cooperation plan. We will consistently, one by one, implement the agreements reached with Russia. The territorial issue will be resolved and the Japanese-Russian peace treaty will be signed on that basis. Based on relations of deep trust with President [Vladimir] Putin, we will build [a] cooperation relationship on various international issues, including the North Korean problem,” Abe stressed.

Abe reiterated Japan’s readiness to push ahead with his “Free and Open Indo-Pacific Strategy,” which pursues stability and prosperity on the basis of an international, rules-based order in the region, according to {Nikkei Asian Review}. While this policy was originally seen as aimed at China’s maritime assertiveness, Abe said Japan will cooperate with Beijing in building infrastructure in Asia, in the context of Chinese President Xi Jinping’s “One Belt, One Road” initiative.

The Japanese Prime Minister described the two countries as “inseparable,” and said Japan “will seek to meet the expectations of the international community by developing friendly relations [with China] in a stable manner.”

Finally, regarding the United States, Abe said he has forged a relationship of personal trust with President Donald Trump over the past year. Abe declared that the Japan-U.S. alliance has been, and will be, the linchpin of Japan’s diplomacy and security.
