Dominican Friend of the Schiller Institute Proposes Emergency Measures for Haiti

Oct. 18 (EIRNS)–A Dominican friend of the Schiller Institute who has been discussing the plan for reconstruction and development of Haiti, made a number of specific proposals on emergency measures he feels should be taken right away, in the context of the broader strategic program to transform the nation. While he took issue with the Institute’s proposal to solve Haiti’s vast energy deficit with nuclear energy, and only addressed the security situation in a general way, his proposals overall are serious and excellent. He emphasizes the Dominican Republic’s crucial role in developing Haiti and the whole island of Hispaniola. He writes:

“I want to make a couple of comments regarding the program to develop and save Haiti as well as my own country, because we are inextricably linked to the same consequences as this is one island and neither of our nations can relocate ourselves. I think that the program should be divided into two main parts:

1) A comprehensive emergency program to mitigate hunger, disease, uncertainty and the dissolution of the country. This would include:

–massive and sustained distribution of cooked, canned or fresh foods—cooked on the spot on stoves on trucks (many of these are already used in my country in disaster zones).

— set up mobile clinics on trucks that can reach poor neighborhoods in the cities or countryside;

—set up mobile schools, transported by truck, for basic education that can be located in rented locales;

—provide facilities, funding, tractors, consulting, etc., to small farmers who produce food, as well as to cattle ranchers and poultry farmers who raise cattle, pigs, chickens and eggs either at home or on farms;

–provide specialized machinery and personnel to build basic access routes, indispensable neighborhood roads or trunk routes, and small bridges

–provide large quantities of construction material to build low-cost houses, preferably prefabricated, and furnish them with household goods;

–build mobile government offices that would be used primarily for dealing with civil matters;

— identify sources of water to be made potable through chemical processes and osmotic filtration (in which I am a specialist).

–provide large quantities of clothing, shoes, sheets, mattresses, folding beds, mosquito netting and insect repellent;

–massive distribution of vitamins, minerals, painkillers, medicines to treat parasites and diarrhea, mobile laboratories for basic analyses of fluids, and dental clinics;

2) A strategic program like [the Schiller Institute’s Haiti program,] with which I fundamentally agree. We have to see how a mechanism for directing the process can be created without interference—so that everything can be monitored and be above board, because the whole [Haitian] government is illegitimate, and no one knows for sure what its plans are nor to whom it really answers. As I mentioned, the Dominican Republic can play a crucial role in the carrying out of any plan, as we’ve already done this [before] without international aid.


China’s Xi Jinping Promotes Scientific Innovation for Progress

Major Article on Science by Xi Jinping Published in CCP’s Qiushi Journal

March 16, 2021 (EIRNS)–A major article by Chinese President Xi Jinping was published today in the Communist Party’s theoretical journal Qiushi (“Seek Truth”). The article, entitled “Strive to Become the World’s Major Science Center and Innovation Highland”, was largely taken from speeches Xi had given in the last few years on the topic of China’s development of science and technology, in particular a major speech he gave on May 28, 2018, to the 19th Academician Conference of the Chinese Academy of Sciences.

“If China wants to prosper and rejuvenate, it must vigorously develop science and technology, and strive to become the world’s major scientific center and innovation highland,” Xi said. “We are closer to the goal of the great rejuvenation of the Chinese nation than at any time in history. More than at any time in history, we need to become a world-class power in science and technology!” In his article, Xi stressed five main areas in which scientists should concentrate their attention.  

First, fully understand that innovation is the first driving force, provide high-quality scientific and technological supplies, and focus on supporting the construction of a modern economic system;

Second, be determined to innovate independently, strengthen confidence in innovation, and focus on enhancing the ability of independent innovation;

Third, comprehensively deepen the reform of the scientific and technological system, enhance the efficiency of the innovation system, and focus on stimulating innovation vitality;

Fourth, deeply participate in global science and technology governance, contribute Chinese wisdom, and strive to build a community with a shared future for mankind;

Fifth, firmly establish the strategic position of talents leading development, gather talents in an all-round way, and strive to consolidate the foundation of innovative development of talents.

Xi was quite insistent that, in spite of the progress that China has made in its development in recent years as a major force in scientific innovation, there are still many areas that have yet to be resolved if China is to achieve its goal of becoming a world-class technological power. He encouraged scientists to be daring, to make new breakthroughs in the areas of information technology, space, and the life sciences, and to pursue leads in new areas that have yet to be studied, but look to be of importance to the development of the economy and of people’s lives.

Xi underlined that China had to think about developing these areas of science on its own, given the increasing strictures placed on China coming from the outside. While there should be self-reliance, this did not mean that science should be carried on “behind doors”, but that scientists and science should be open to the world, share their accomplishments, and invite foreign scientists to participate in the research.

Scientists should be given the freedom to concentrate on science, and not be engulfed in “red tape” and bureaucratic snaggles. He underlined that the government would take measures to create new national laboratories in order to focus much of the scientific work. There would also be an emphasis on promoting the development of innovative enterprises, and there would be a concerted effort to link the institutes and research centers with the enterprises and the laboratories, in order to quickly transform breakthroughs into productive forces, naming, as did the Government Work Report, science and technology as the “primary productive force” of the economy.

The publication of Xi’s speech only underlines the significance that he places on the Five-Year program, where many of these issues were dealt with in detail and around which the country will be mobilized.


Putin: Developing Coal; Learn From Texas Crisis

Putin: Russia Will Develop Its Coal Industry; Suggests Others Learn the Lessons of the Texas Crisis

March 9, 2021 (EIRNS)—Russia has no intention of committing suicide by submitting to the “Great Reset” hoax. On March 2, President Vladimir Putin chaired a meeting of government officials and the leaders of the coal regions and industries to review the country’s drive to develop its coal industry. He pressed the participants to provide answers, set deadlines, and get results in order to guarantee the steady development of the coal-mining industry, and increase exports, especially to the Asia-Pacific region, to gain the revenues needed to “improve the well-being of people and to create modern, comfortable living conditions” in the coal-mining regions, while ensuring environmental protection.

Participating with Putin were the Prime Minister, four Vice Prime Ministers, the Chiefs of Staff of the Presidency and the Government, five cabinet ministers (Industry and Trade, Economic Development, Transport, Finance, and Energy), the heads of various coal regions, and the CEO’s of the major Russian coal industries and transport sector companies.

Coal is not going to be shut down in Russia. Putin opened: “The national coal industry [is] a key pillar of the national fuel and energy sector. It has great significance for the socioeconomic development of entire Russian regions; we have five coal-mining regions. It is also important for the labor market, for securing employment to hundreds of thousands of Russian citizens and securing their incomes. We have a total of 11 million residents in these regions. Of course, the industry employs far less. However, a total of 11 million people live in these regions….

“Russia’s traditional and new coal-mining centers have substantial capabilities… Russia has been producing over 400 million tons of coal per year since 2017. Over 50% of this amount is exported elsewhere. Coal export volumes have soared by over 33% in the past eight years… Today, the main coal sales are happening in the Asia-Pacific. Last year, 122 million tons of Russian coal were supplied to that region. At the same time, there is an additional demand in the Asia-Pacific that Russian companies could meet. And it is important not to pass up this opportunity….” (Putin specified at the end of the meeting that coal exports from the Kuzbass region to the East should increase by at least 30% over 2020 levels, by 2024.)

Putin never said “Great Reset” or “climate hoax,” but his reference was unmistakable:

“As for the long-term prospects of the global coal market beyond the current decade,” he told participants, “I know that there are different forecasts in this regard. It is no secret that some of them suggest a significant market contraction, including due to technological changes in the global fuel and energy sector, as well as the active use of alternative fuels.

“We also know what is happening with this: Texas froze because of the cold weather. And the windmills had to be thawed in ways that are far from environmentally friendly. Maybe this will also cause adjustments.

“In any case, it is necessary to carefully study all possible scenarios in order to guarantee the steady development of our coal-mining regions even with a decrease in global demand for coal and with a decline in the global situation.”


China: Space Station by 2022!

China: Space Station to Be Unveiled by 2022!

Mar. 6 (EIRNS)–The China National Space Administration (CNSA), has announced that 11 launches are planned with 12 astronauts by 2023, and the inauguration of a space station by 2022.

The goals were made public on the sidelines of a conference of the National Committee of Chinese People’s Political Consultative Conference on Saturday by former astronaut and current deputy chief engineer of the China Manned Space program, Yang Liwei.

According to reports in Tass and Sputnik press, Yang encouraged youth to join the space exploration efforts. The CNSA concluded its third recruitment campaign of astronauts last October, which includes 17 men and one woman. Previous campaigns focused only on military personnel, but because their ambitious plan to inaugurate a space station by 2022 will include a variety of disciplines, such as engineering and construction, the recruitment has been opened to civilians.


Growing U.S. Acceptance of Vaccine Usage

Vaccination Is Increasing Americans’ Acceptance of Vaccines

March 7 (EIRNS) – A number of new polls appear to show a continuing increase in acceptance of COVID-19 vaccination as the vaccines are actually available and their distribution has reached tens of millions of people without ill effects, The Hill reported March 4.

There was a point in September 2020 when no more than 15% of Americans in some polls said they would get vaccination for COVID if it were available. By late January, Kaiser Family Foundation and Axios/Ipsos polling showed that 55-57% intended to get the vaccine or had already received a shot.

But in a Pew Research Center poll published Feb. 26, some 50% of U.S. adults surveyed between Feb. 16 and Feb. 21 said they would “definitely or probably” get vaccinated, in addition to 19% who had already received at least one shot; so acceptance appeared to have risen to near 70%.

The Pew poll reported that just over 60% of Black Americans now said they had been vaccinated or intended to, whereas only 42% had indicated willingness in November. Acceptance among Hispanics remained lower in the latest poll, however, just over 40%.

A section of the forthcoming EIR, “Vaccination: The General Welfare”, reports on the pace of COVID vaccination around the world – the successes and the critical and dangerous problems – and includes an important interview with the head of Meharry Medical College in Tennessee, who focuses on this subject. Meharry is the leading medical school among the Historically Black Colleges and Universities.


Chinese Scientists “Reinvent” the Potato to Feed More People

In a groundbreaking experiment, Chinese scientists led by Huang Sanwen, a researcher with the Agricultural Genomics Institute at Shenzhen (AGIS) (a city just north of Hong Kong), under the Chinese Academy of Agricultural Sciences (CAAS), used a genome design to transform potato breeding, and developed “pure and fertile potato lines” with genome-editing technologies

Their study, titled “Genome Design of Hybrid Potato,” was published online in one of the world’s leading academic journals, {Cell}, on June 24.

Unlike other crops that are propagated from seed, the potato is a tuber crop which is propagated by cloning. This results in long breeding cycles, low reproduction efficiency, and makes the potato plant more susceptible to disease and insect attacks. 

CGTN reported that “Huang and his team initiated the “Upotato Plan” in 2015, aiming to replace vegetative reproduction with hybrid seeds via genome design and improve potato breeding speed and reproduction efficiency.

“‘We must first solve the problem of self-incompatibility, which is that potatoes do not produce seeds after self-pollination. Through material selection and gene editing, we have successfully tackled the problem and produced seeds,’ said Huang. 

“‘Meanwhile, we have also discovered how to improve plant health and output. By genome design, we eliminated harmful mutations, aggregated good genes and finally cultivated the potato variety called ‘Upotato NO. 1.’ After testing, it has shown excellent performance…

“We now only need 2 grams of potato seeds for a one-mu land, compared to 200 kilograms of seed potatoes before, which greatly reduces the planting costs.” (There are about 15 mu to one hectare.)

Their work has been recognized by their international peers, with one scientist from the European Academy of Sciences commenting, “This work is very important because it’s relevant to feeding the planet.”

LaRouche Warned: No Development, then Death

Life Expectancy Plunged in U.S. in First Half of 2020

Feb. 18, 2021 (EIRNS)—Preliminary estimates issued today by the CDC indicate that life expectancy in the United States dropped by a huge one year in the first half of 2020 alone, largely as a direct and indirect result of the COVID-19 pandemic. The average drop for Black Americans was a stunning three years; for Hispanics nearly two years. This is a lawful expression of what Lyndon LaRouche warned for 50 years would happen if society’s Potential Relative Population Density drops below the actual population: the total population and its average life expectancy will follow into the abyss, sooner or later.

“This is a huge decline,” said Robert Anderson, who oversees the numbers for the CDC, according to a report published by AP. “You have to go back to World War II, the 1940s, to find a decline like this.” Dr. Kirsten Bibbins-Domingo, a health equity researcher and dean at the University of California, San Francisco said: “What is really quite striking in these numbers is that they only reflect the first half of the year … I would expect that these numbers would only get worse,” said.

In 2019, average life expectancy in the US was 78.8 years—75.1 for males and 80.5 for females. In the first half of 2020, it had dropped to 77.8 years for all Americans. “As a group, Hispanics in the U.S. have had the most longevity and still do. Black people now lag white people by six years in life expectancy, reversing a trend that had been bringing their numbers closer since 1993,” according to AP.

Dr. Otis Brawley, a cancer specialist and public health professor at Johns Hopkins University, stated: “The focus really needs to be broad-spread of getting every American adequate care. And health care needs to be defined as prevention as well as treatment.” He said “our mishandling of the pandemic” is largely responsible for the drop in life expectancy. “We have been devastated by the coronavirus more so than any other country. We are 4% of the world’s population, more than 20% of the world’s coronavirus deaths.”


Humankind Explores Mars

Perseverance Safely on Mars, Right on Target, Ready for Her Search for Life

Feb. 18, 2021 (EIRNS)—NASA’s Mars rover, Perseverance, programmed to arrive at Mars this afternoon, plunged through the atmosphere, and landed at 3:55 PM, Eastern Standard Time, exactly on schedule. It was the fifth time NASA has successfully landed a spacecraft on Mars. For the first time, American and European orbiters already at Mars were aimed, and in some cases repositioned, to photograph and film the craft’s entry, descent, and landing. Perseverance, itself, was equipped to record for the first time the sounds and some images of its entry, descent, and landing (EDL). It was described as the first time we put ears on another planet. Within minutes of landing, Perseverance herself had sent back pictures of her surroundings. Mission managers expect to receive more imagery over the next day or so.

During a post-landing briefing, EDL Project manager Al Chen happily reported that Perseverance had found a good “parking lot” in the Jezero crater, well within its target landing site, landing with very little tilt (1.2 degrees). The Surface team, which will be functioning on Mars time in tandem with their rover, is already at work checking out the Rover’s status, with its power systems looking good right after landing. The rover will be “unwrapped”—various arms and instruments opened up—over the next few days, and the team will then begin to figure out where it will travel and by what route, avoiding sand ripples and examining differences in terrain as it heads out to find a good spot for a heliport to test Ingenuity, the first powered flight vessel ever deployed on Mars.

Perseverance, known as “Percy” by her developers and admirers, is a major advance over its solar-powered golf-cart-sized predecessor. Percy weighs a ton and is the size of an automobile, and she is nuclear-powered. (The team described how there is no need to worry anymore about sand getting on the solar panel.) There’s plenty of dependable power for the two-year mission. She supports advanced equipment, specially designed to search for life on Mars.

The Jezero crater is the site of an ancient lake. It was picked because of its unique status on Mars—having clearly identified channels of the entrance and exit of the water. Near the entrance is a very rich “delta” region, thought to be ideal for finding Martian micro-organisms. Science team member Matt Wallace described the geological richness of the site, saying that they have ahead of them “years of scientific investigating.”

One of the most exciting features of this mission is its sample-caching system, to collect and store soil samples to be recovered and returned to Earth by the first “round trip” Mars mission which must follow. The tubes being used to collect samples were put through a highly rigorous sanitizing process, to make sure that any microorganisms found would actually be Martian in origin.

President Biden called to congratulate the team, and said he would congratulate them in person.
