April 19: An article by Harley Schlanger, just written for LaRouche publications on Helga’ Zepp-LaRouche’s call to revoke the Caesar Sanctions, and how the U.S. Congress was incited to pass them, has been posted on the RIAC (Russia International Affairs Council) site. In addition, the RIAC tweeted the article to its 9,500 Twitter followers. RIAC is a institution of the Russian Foreign Minister, and is directed by Foreign Minister Sergei Lavrov. Syria Times Reports Dr. Shaaban Attacking British at Schiller Event

May 10 (EIRNS) – Schiller Institute Southwest Asia representative Hussein Askary reported to EIR that Syrian media is publishing a news item today in which it is made obvious that Syrian government spokesperson Dr. Bouthaina Shaaban used the Schiller Institute conference as a platform to single out the British as instrumental in the propaganda and psychological war against Syria. Dr. Shaaban usually directs her criticism for the military and economy devastation visited upon Syria, at the United States and Saudi Arabia; seldom at Britain. CGTN Interviews Helga Zepp-LaRouche on “Western Perspectives On China’s Whole-process People’s Democracy”

Nov. 3 (EIRNS) – CGTN yesterday published a six-minute video excerpt, with accompanying text, of an interview with international Schiller Institute founder Helga Zepp-LaRouche. The following is a copy-edited version of that CGTN transcript.

Editor’s note: The concept of “whole-process people’s democracy” was first put forward about two years ago during Chinese President Xi Jinping’s visit to a civic center in Shanghai. Since then, some Western media outlets have been attacking it for being hollow and misleading. Helga Zepp-LaRouche, founder and president of the Schiller Institute, shares her thoughts on the concept. The opinions expressed in the video are her own and not necessarily those of CGTN.

CGTN: Why does the Western media keep attacking the “whole-process people’s democracy”?

Zepp-LaRouche: My understanding of this “whole-process people’s democracy” is that it is an inner party democratic process whereby you identify, on the basis of meritocracy, which are the most qualified people for the job and who are the [best] servants to the common good. And I think there is an empirical proof that this method is truthful, because China was able to lift 850 million people out of extreme poverty. That is the greatest contribution to history I know of. But to lift so many people out of poverty and also to offer that to the developing countries is exactly what is the crime in the view of the Western people who attack China on this point, because China has overcome extreme poverty in its own country, and it is now helping developing countries to do likewise. This is exactly the same mindset which was the mindset of Malthus since the time of the British East India Company which, as you know, was behind the Opium Wars against China.

It is not because of what they say. It is because the Chinese model has upset the whole world order. Because you have offered for the first time to the developing countries the possibility to overcome poverty and underdevelopment, and they wanted to keep the colonial order. I think this is really the bottom line of the accusations against China. I’ve been in China many times, and my impression was always that the spirit of the people is extremely positive [and] optimistic [about] the future. Therefore, the CPC must be doing something very right. If you ask people in the West, most people are pessimistic about the future. So, I think that expresses, in my view, more truthfulness than any of the propagandistic lines in the mainstream media.

CGTN: How do you see Chinese democracy and Western democracy?

Zepp-LaRouche: Democracy sounds very nice, but in many cases, it is a label, and you had better look what is the content of the bottle on which the label is pasted. Because nowadays the different parties are mostly lobbying for different interests. I would like to read you another quote from George Washington’s “Farewell Address” as president of the United States in 1796, where he warned of the evil spirit of party in general.

He said, “The alternate domination of one faction over another, sharpened by the spirit of revenge, natural to party dissension, which in different ages and countries has perpetrated the most horrid enormities, is itself a frightful despotism. But this leads at length to a more formal and permanent despotism.”

I think that is what we are seeing right now in the West. In many countries, you don’t have real democracy, but you have [the] form of despotism like in the United States. The polarization between the Republicans and the Democrats has torn the country completely apart. In Germany, where you have now the effort to form a new coalition, the voters will not get as government what he or she voted for, because they form coalitions as they want.

There were periods, however, where the Western democracy did function. This was the case in the beginning of the American Revolution, and it was the case with the Fifth Republic of Charles de Gaulle. But unfortunately, we, in the West, have moved very far away from these more noble conceptions, so we are more in the system of despotism which George Washington warned about.

CGTN: Can China and the West maintain good and stable relations?

Zepp-LaRouche: I think that there are indeed different models of democracy, according to the specific tradition and culture. It is very possible for these different systems to cooperate. However, this will only function, if they are united by a higher one [that] must be in the interest of all of mankind. I think the model closest to that is what President Xi Jinping has proposed – a community with a shared future, because that includes this idea of humanity as a whole. There is in the West an idea which is very similar, or actually identical, and that is the philosophical idea of a thinker from the 15th century, Nicholas of Cusa, the coincidence of opposites, which is the idea that since human beings are the only species capable of creative reason, that we always can think the higher one, a level of unity where all the differences disappear. So I think we need to enter a dialogue why this concept of the coincidence of opposites and President Xi Jinping’s idea of [a community with a shared future] are one and the same idea. And once we agree on that, I think cooperation will be very easy.

          “In her weekly dialogue, Helga Zepp-LaRouche made an impassioned appeal to viewers to join with her in addressing the dangerous moral collapse which characterizes virtually every western government, including the United States. This collapse poses a threat to everyone, as the crisis in Ukraine continues to build toward a war between Russia and the forces of the U.S. and NATO. The possibility of a Biden-Putin summit is a positive development, but at the same time it was announced, his foreign policy team was voicing full support for the fanatical extremist wing of domestic forces in Ukraine, which is pushing to cross the “red line” announced years ago by Moscow, that of placing NATO troops on the Russian border of Ukraine.

          “She also emphasized the urgency of lifting the so-called Caesar Sanctions against the people of Syria, citing the appeal of Cardinal Zenari to end the sanctions. There is nothing “humanitarian”, she stated, in starving children and shutting down hospitals and medical care, based on another fraudulent narrative cooked up by U.K.-U.S. regime-change networks. We must insist that every policy maker who does not speak up against this fraud is complicit in every death which occurs in Syria, and in Yemen.”


Schiller Institute Leaders Zepp-LaRouche and Askary Join Pakistan-Based Online Forum for Afghanistan Development

Sept. 16 (EIRNS)—The Asian Institute of Eco-Civilization Research and Development, a Pakistan-based think tank, held an online seminar today to launch its “Kandahar Dialogue.” The event, titled “Afghanistan in Search of Peace and Prosperity,” brought together some half-dozen speakers, including Helga Zepp-LaRouche, the founder of the Schiller Institute; Andrey Kortunov, director general of the Russian International Affairs Council; and Hussein Askary, Southwest Asia Coordinator for the Schiller Institute. It was moderated by Pakistani political economist Shakeel Ahmad Ramay, who had addressed the Schiller Institute’s international conference on “World at a Crossroad: Two Months into the New U.S. Administration,” on March 20-21. His March 21 remarks were on “CPEC, Connectivity, and Future Prospects.”

Afghanistan’s neighbors, Pakistan emphatically included, are eager to create conditions for stability, development, and predictability, to create a welcoming environment for long-term development. EIR magazine will make further reports available in the near future.


Schiller Institute-Russian Federation 9/11 Memorial Receives Wide Coverage in Russia

Sep. 15 (EIRNS)–On Sunday, September 12, The Schiller Institute, with the support of the Russian Embassy in the United States and the Consulate General of Russia in New York, organized a Memorial Ceremony to mark the 20th anniversary of the mass terrorist attack on the US. To honor those who perished and in support of their families and survivors, an event was held that day at the monument in Bayonne, N.J. known as the “Tear of Sorrow,” and more formally, by its title: “To the Struggle Against World Terrorism.” This sculpture was designed by Zurab Tsereteli, the president of the Russian Academy of Arts, and erected in Bayonne by a team of Russian artisans in 2005.

The Memorial Ceremony was addressed by Terry Strada, chairwoman of Families and Survivors United in the Struggle Against Terrorism, and by many American and Russian government officials, and Police and Fire first responders. There was widespread press coverage in Russia. Media covering the event included: TASS, RIA/Novosti, Komsomolskaya Pravda, Regnum.ru, Yandex.ru, NTV, Russkiymir.ru, and Expert.ru.

The article in Komsomolskaya Pravda begins:

“To see the Russian and American flags flying together has been an almost impossible task in recent years. Nevertheless, Moscow and Washington have common interests, common values, and common memory. Not only in our countries, but throughout the civilized world, they remember the mournful date – the 20th anniversary of the terrorist attacks in the United States.”

On Sunday, Russian and American participants in the ceremony at the Tear of Sorrow memorial by Zurab Tsereteli honored the memory of those killed in the September 11, 2001 terrorist attacks and stressed the importance of jointly combating common threats. The event, organized by the Russian Embassy in Washington, the Consulate General in New York and with the participation of the Permanent Mission of the Russian Federation to the UN, began with the performance of the anthems of the two countries, the solemn presentation of national flags, then, the audience bowed their heads in prayer for those who did not return that day 20 years ago.

Was There a Conspiracy? U.S. Publishes 9/11 “Secret Files”

Terry Strada, of Families and 9/11 Survivors for Justice Against Terrorism, spoke via audio link about the recently declassified FBI material and about the circumstances of the terrorist attack. She highlighted the need for further action. “New documents have been released, but the country needs to do more,” she said.

According to one of the Memorial organizers, chairman of the “Schiller Institute” Helga Zepp-LaRouche, it is time to put an end to the era of geopolitics, of failing to achieve common goals. “It is time to unite, especially the United States and Russia, given the several periods of history when [this] cooperation was beneficial to all of humanity,” Zepp-LaRouche said, in a message to the Memorial.

Being Together

Russian Consul General in New York Sergei Ovsyannikov drew attention to the fact that over the years since the tragedy, international terrorism has only gained strength. No power is capable of overcoming this evil alone, the diplomat emphasized.

The American guests of the ceremony especially noted the fact of the gift of the monument, created by the President of the Russian Academy of Arts (RAA) Tsereteli.

Kirk Wiebe, a former analyst with the U.S. National Security Agency, switched to Russian in his speech. “We all have gathered here in an atmosphere of brotherhood, friendship and love. We Americans sincerely thank you for such a monument. Know that we are always with you both for the truth, and in the fight against terrorism,” he said.

Common Values

The representative of the Schiller Institute in New York, Richard Black, told reporters that, despite the serious tensions in relations between the two countries, there was “genuine solidarity at this event, where Russians and Americans, both officials and ordinary citizens, stand for the same values – the right to life, to freedom, the right to live happily with one’s family.”

“Many people understand, in the small communities, that our peoples, American and Russian, have the same interests,” he added.

The expert stressed the importance of contacts at the highest level, including the statement adopted at the end of the Russian-American summit in Geneva on June 16, in which the principle was affirmed: “a nuclear war cannot be won and should never be fought.” “This is a significant advance, because some in the Pentagon and in the State Department have stated differently: that a nuclear war can be won and the United States must be determined to win,” said the spokesman for the institute.

In addition, Black considers it necessary to organize a summit of the “five” of the UN Security Council, as initiated by Russian President Vladimir Putin. According to him, the proposal is very relevant. “There are urgent topical issues – the fight against international terrorism, the coronavirus pandemic. I hope that we will be able to convince the U.S. President to agree to the initiative. These are very important matters, now, more than ever,” the expert said.

April 13, 2021 (EIRNS)—Brazil’s Monitor Mercantil, a political analysis daily widely read in leading circles in that country, yesterday published a short article headlined: “Argentina Will Sign a Belt and Road Partnership with China.” It reads:

“Argentine President Alberto Fernández will visit China in May with a mission which is fundamental for Latin America: he will sign a Memorandum of Understanding on the Belt and Road Initiative (BRI). This is a global infrastructure project involving nearly 150 nations, which breaks out of the merely financial economy sponsored by London and Wall Street, in favor of a high-tech, science-driver approach to development.

“For Latin Americans, it is an opportunity to develop partnerships in the areas of technology and infrastructure. The Chinese have for some time shown an interest in rail projects in the region. What is important for us is to make the investments conditional on transfer of technology and development, so that Latin America doesn’t remain a mere exporter of raw materials, as in colonial times.

“‘Such development is the way—the only way—to stop the drug trade, stop desperate migration, stop the gangs, stop the poverty, and stop the pandemic,’ according to a document issued by the Schiller Institute. The Germany-based group views cooperation between Argentina and Mexico as a lever to attract international support to address the entire region. “Meanwhile, Brazil continues on poor terms with China and is leaving the BRICS aside. Marmolejo Names “British Crown” Behind Supranational Attack on Mexico; Cites Schiller Institute, EIR

April 10 (EIRNS)—In an April 5 discussion on Sin Censura Internet TV, a popular site for supporters of Mexican President Andres Manuel Lopez Obrador (AMLO), Mexican investigative journalist Daniel Marmolejo — who spoke at the Schiller Institute’s March 20-21 conference — warned that supranational forces are on a drive to shut down AMLO’s morning press conferences, and censor independent voices such as his own. To back up this charge, Marmolejo read the March 28 note issued, he said, by the Schiller Institute, revealing that the “Article 19” NGO which had launched a broadside against Lopez Obrador’s press conferences in mid-March, is a London-based NGO, but “it is not very Mexican, and not particularly `non-governmental’ either.” In fact, EIR dug out and published that just under 60% of that “Mexican” NGO’s money comes from grants from international private foundations, and 40% from “diplomatic representations in Mexico and development agencies,” he reported, reading off the list from the EIR account: the British, Dutch, German Embassies, the State Department, the NED, George Soros, Ford Foundation, etc.

Marmolejo summed up his message: the force behind the attack on AMLO’s government and Mexico is the British Crown, the supra-nationalists, the US military-industrial complex, all determined to restore neoliberalism in Mexico–which stunned his host, Vicente Serrano. Marmolejo and Serrano then went off into the “weeds” of Mexican political infighting in the run-up to crucial midterm elections in June, but Marmolejo interjected several times, in the midst of discussing different corrupt Mexican figures and forces, including those penetrating AMLO’s Morena party, that people should remember that behind all that, is the British Crown, and its allies, seeking to destroy Mexico.


Xinhua Interviews Schiller Institute’s Richard Black on the BRI and The UN Charter

On October 25, 1971, the People’s Republic of China was recognized by the UN General Assembly as “the only legitimate representative of China to the United Nations,” and the UN vote removed the representatives of Taiwan from the United Nations. In commemoration of the 50th anniversary of the PRC’s role at the UN, Xinhua conducted a video interview with Schiller Institute representative at the UN, Richard A. Black. He discusses the economic development policies of the Charter, and the power of China’s BRI both as a fulfillment of the UN Charter, and as a global driver for peace and stability.
