CGTN Interviews Helga Zepp-LaRouche on “Western Perspectives On China’s Whole-process People’s Democracy”

Nov. 3 (EIRNS) – CGTN yesterday published a six-minute video excerpt, with accompanying text, of an interview with international Schiller Institute founder Helga Zepp-LaRouche. The following is a copy-edited version of that CGTN transcript.

Editor’s note: The concept of “whole-process people’s democracy” was first put forward about two years ago during Chinese President Xi Jinping’s visit to a civic center in Shanghai. Since then, some Western media outlets have been attacking it for being hollow and misleading. Helga Zepp-LaRouche, founder and president of the Schiller Institute, shares her thoughts on the concept. The opinions expressed in the video are her own and not necessarily those of CGTN.

CGTN: Why does the Western media keep attacking the “whole-process people’s democracy”?

Zepp-LaRouche: My understanding of this “whole-process people’s democracy” is that it is an inner party democratic process whereby you identify, on the basis of meritocracy, which are the most qualified people for the job and who are the [best] servants to the common good. And I think there is an empirical proof that this method is truthful, because China was able to lift 850 million people out of extreme poverty. That is the greatest contribution to history I know of. But to lift so many people out of poverty and also to offer that to the developing countries is exactly what is the crime in the view of the Western people who attack China on this point, because China has overcome extreme poverty in its own country, and it is now helping developing countries to do likewise. This is exactly the same mindset which was the mindset of Malthus since the time of the British East India Company which, as you know, was behind the Opium Wars against China.

It is not because of what they say. It is because the Chinese model has upset the whole world order. Because you have offered for the first time to the developing countries the possibility to overcome poverty and underdevelopment, and they wanted to keep the colonial order. I think this is really the bottom line of the accusations against China. I’ve been in China many times, and my impression was always that the spirit of the people is extremely positive [and] optimistic [about] the future. Therefore, the CPC must be doing something very right. If you ask people in the West, most people are pessimistic about the future. So, I think that expresses, in my view, more truthfulness than any of the propagandistic lines in the mainstream media.

CGTN: How do you see Chinese democracy and Western democracy?

Zepp-LaRouche: Democracy sounds very nice, but in many cases, it is a label, and you had better look what is the content of the bottle on which the label is pasted. Because nowadays the different parties are mostly lobbying for different interests. I would like to read you another quote from George Washington’s “Farewell Address” as president of the United States in 1796, where he warned of the evil spirit of party in general.

He said, “The alternate domination of one faction over another, sharpened by the spirit of revenge, natural to party dissension, which in different ages and countries has perpetrated the most horrid enormities, is itself a frightful despotism. But this leads at length to a more formal and permanent despotism.”

I think that is what we are seeing right now in the West. In many countries, you don’t have real democracy, but you have [the] form of despotism like in the United States. The polarization between the Republicans and the Democrats has torn the country completely apart. In Germany, where you have now the effort to form a new coalition, the voters will not get as government what he or she voted for, because they form coalitions as they want.

There were periods, however, where the Western democracy did function. This was the case in the beginning of the American Revolution, and it was the case with the Fifth Republic of Charles de Gaulle. But unfortunately, we, in the West, have moved very far away from these more noble conceptions, so we are more in the system of despotism which George Washington warned about.

CGTN: Can China and the West maintain good and stable relations?

Zepp-LaRouche: I think that there are indeed different models of democracy, according to the specific tradition and culture. It is very possible for these different systems to cooperate. However, this will only function, if they are united by a higher one [that] must be in the interest of all of mankind. I think the model closest to that is what President Xi Jinping has proposed – a community with a shared future, because that includes this idea of humanity as a whole. There is in the West an idea which is very similar, or actually identical, and that is the philosophical idea of a thinker from the 15th century, Nicholas of Cusa, the coincidence of opposites, which is the idea that since human beings are the only species capable of creative reason, that we always can think the higher one, a level of unity where all the differences disappear. So I think we need to enter a dialogue why this concept of the coincidence of opposites and President Xi Jinping’s idea of [a community with a shared future] are one and the same idea. And once we agree on that, I think cooperation will be very easy.

Webcast: A Unique Opportunity to Participate in Creating a Necessary, New Paradigm

In reviewing the global strategic situation today, Schiller Institute leader Helga Zepp LaRouche spoke of the significance of more voices speaking out, echoing her warning of the danger of a nuclear war being provoked by the geopolitical maneuvers by the TransAtlantic establishment. Even Henry Kissinger, long a spokesman for this faction, warned that this is different, and more dangerous, than the threats of nuclear war during the period of the Cold War. Zepp LaRouche said the erosion of trust and the lack of back channels, combined with new weapon capabilities, makes this an extremely perilous moment. She highlighted the widespread use of sanctions, which are illegal under international law in the way they are being applied, as an example of why diplomacy and dialogue must replace unilateralism in international relations.

This will be the general topic of the first panel of the Schiller Institute conference on May 8. The second panel will take up the urgent necessity of addressing the COVID pandemic through a commitment to create a modern health system in every nation — this can occur only by rejecting the present paradigm, defined by neo-liberal economics and imperial geopolitics, and reasserting international law, which begins with the primacy of cooperation for development among sovereign states. This approach is being developed by the Committee on the Coincidence of Opposites.

She concluded by reflecting on the recent Schiller conferences, which were unique in that the principle of statecraft guiding the discussions is based on the concept of Schiller, that the dialogue begins by addressing the better part of human beings; and operating from the standpoint of “truth seeking…through Socratic dialogue.” She urged all the viewers to register for the conference, and participate in the building of the New Paradigm.

Webcast: Two Contrasting Paradigms: Depraved Indifference Versus Happiness of the People

In reviewing developments of the last days, Helga Zepp-LaRouche said that the battle between two mutually irreconcilable outlooks is escalating. This can be seen in the depraved indifference of the U.S., the U.K. and their NATO allies in response to the humanitarian crisis in Afghanistan — which they caused — in contrast to the efforts underway by Afghanistan’s neighbors, using joint projects coordinated by the SCO, the BRICS, and the BRI for economic development of the war-torn country. It can be seen in the disgusting deportation of Haitian refugees, who are being sent back to a country which lacks the means to care for them, due to a recent succession of natural disasters. It can be seen by comparing the speeches of Biden and Xi Jinping at the UNGA meeting. And it can be seen by the escalation of regime change operations being directed by British intelligence against Russia and China.

An attitude of depraved indifference is not consistent with the founding principles of the United States. She said, “We have lost our way.” Instead of imposing policies which are neo-colonial, with a Malthusian intent, “We must raise our voices,” and return to those principles, adopted by the Founding Fathers, which commit the government to concern itself with the “Happiness of the people.”

Webcast: What Comes Next After FLOP26?

With the COP26 conference headed toward a likely disaster, the oligarchs behind it are escalating their drive to impose a global dictatorship on all fronts. In her weekly dialogue today, Mrs. Zepp-LaRouche covered the need to urgently address the catastrophic humanitarian crisis confronting Afghanistan, Haiti and other nations targeted for deadly sanctions by the same global oligarchy behind the COP26 austerity plan, to allegedly address a non-existent climate crisis. She also warned about the growing bellicosity from the U.S. and NATO against Russia and China; and the effects of the hyperinflation in energy, food and other necessities, resulting from their policies, especially due to the flood of liquidity unleashed by central banks, and the shut-down of investment into the physical economy.

She concluded by reviewing the importance of the Wake-Up Call she issued in collaboration with CLINTEL, an organization of real climate scientists, and urged viewers to join us in circulating it.

Webcast: A “No Good Deal” — Zepp-LaRouche Says AUKUS Security Agreements Increase Global Tension/Instability

In her weekly dialogue, Helga Zepp-LaRouche blasted the U.K.-U.S. deal to incorporate Australia into a new strategic alliance, based on the sale of nuclear submarines to Australia. She said they claim that this “partnership” is not aimed at any country, but the Chinese know differently, and responded sharply — as did the French, as the new deal scuttled an agreement they had to sell submarines to Australia.

She provided an update on the humanitarian catastrophe developing in Afghanistan, contrasting the U.S.-NATO approach, of walking away from a catastrophe caused by their war, to that of Afghanistan’s neighbors, which are mobilizing development aid. The problem in the West, she reiterated, is the kind of British geopolitics which underlie this new deal, which she described as a “No Good Deal.” What is needed instead is a fundamental change in western attitudes and thinking.

Webcast: The Moral Collapse of the Western System Cries Out for a New Paradigm

In her weekly dialogue, Helga Zepp LaRouche made an impassioned appeal to viewers to join with her in addressing the dangerous moral collapse which characterizes virtually every western government, including the United States. This collapse poses a threat to everyone, as the crisis in Ukraine continues to build toward a war between Russia and the forces of the U.S. and NATO. The possibility of a Biden-Putin summit is a positive development, but at the same time it was announced, his foreign policy team was voicing full support for the fanatical extremist wing of domestic forces in Ukraine, which is pushing to cross the “red line” announced years ago by Moscow, that of placing NATO troops on the Russian border of Ukraine.

She also emphasized the urgency of lifting the so-called Caesar Sanctions against the people of Syria, citing the appeal of Cardinal Zenari to end the sanctions. There is nothing “humanitarian”, she stated, in starving children and shutting down hospitals and medical care, based on another fraudulent narrative cooked up by U.K.-U.S. regime change networks. We must insist that every policy maker who does not speak up against this fraud is complicit in every death which occurs in Syria, and in Yemen.

Webcast: Time to Get Serious — Nuclear War Can Happen!

In her weekly dialogue, Helga Zepp LaRouche expanded on the warnings given by Russian President Putin in his April 21 National Address. Putin warned of the danger of crossing “red lines”, which would force Russia to act to defend its security and national sovereignty. Among the threats he identified was western involvement in a coup attempt planned for Belarus, and the assassination of its President. Instead of taking Putin at his word and engaging in dialogue to resolve differences, War Hawks in the west are escalating tensions, calling on governments to “raise the costs” on Russia for such alleged bad behavior, while inventing new justifications for punishing Russia, such as the charge that Russia was behind an explosion at an ammunition depot in the Czech Republic in 2014! As usual, British propaganda operations are at the forefront, including Chatham House and The Economist

She cut through the puff pieces promoting the new Chancellor candidate for the Green Party in Germany, Annalena Baerbock, pointing out that the Green program is not only anti-industry and for dismantling modern energy production, but aggressively anti-Russia/anti-China, in line with the push from the Davos crowd for the Great Reset and the Green New Deal. This is coherent with the push for radical population reduction, which has always been the main commitment of those behind the Green movement.

She urged our viewers to register for the upcoming Schiller Institute conference on May 8, to help us wake up a population to the true danger which confronts us, coming from a gang of fanatics committed to reducing the world’s population through war, famine and disease.

Webcast: Total Failure of the Unipolar Policy in Afghanistan Opens the Way for a Necessary Transformation

Following the retreat of the U.S. and NATO forces from Afghanistan, there are two possible directions for the future, according to Helga Zepp-LaRouche. In her weekly dialogue, she said either those such as U.S. General Milley, Sen. Lindsey Graham, and former British Prime Minister Tony Blair — all of whom are critics of the ending of the war, and are predicting a civil war, which will lead to the redeployment of western military forces — will prevail, or an alternative, based on economic cooperation, centered on China’s Belt-and-Road Initiative, will be adopted. For the latter to occur, she and the Committee for the Coincidence of Opposites have recommended that Pino Arlacchi be nominated to head negotiations with the Taliban.

We have a chance, she emphasized, due to the crushing defeat of the western military alliance by a force of 65,000 Taliban fighters, to reject the axioms which led to this disaster, and act to end the suffering of the people of Afghanistan, and those of other nations which were targeted by the war hawks. We can use the commemorative events of this coming weekend — including a concert on Friday and a forum on Saturday — to inspire citizens to join with us to make sure this transformation will succeed.

Webcast: We Are Facing “Fascism with a Green Face”, and We Should Call It That!

As energy hyperinflation is taking off, as a result of both objective and subjective factors, Helga Zepp-LaRouche said that this is what her husband uniquely warned about when the Club of Rome first began pushing its anti-human slogan of “limits to growth” in the late 1960s. This is Schachtian policy, she said, a strategy of the leading oligarchs running the world economy, to drastically reduce the world’s population, using the same methods Schacht applied in Germany under Hitler. This has now been openly identified in an article in the October 4 “Economist” magazine, “The Age of Fossil-Fuel Dependence Is Dead”, and in Klaus Schwab’s new book, “Stakeholder Capitalism”, as the dark future they intend to impose. Zepp-LaRouche stated that this is “fascism with a Green face”, and should be identified as such, to mobilize people to defeat it.

In addition to destroying the world’s physical economy, they are engaging in an assault against the idea of human creativity, which is the one source of innovation which has demonstrated that, as LaRouche wrote, “There Are No Limits to Growth.” And at the same time, they are conducting provocations against China which could lead to war. She reiterated her view that collaborative efforts among nations, including the U.S., Russia and China, to reconstruct Afghanistan and Haiti, can provide a basis for overcoming this otherwise deadly threat to humanity.
